Could model airplanes become a terrorist weapon?

Model airplanes are suddenly on the public's radar as potential terrorist weapons.

A 26-year-old man from a Boston suburb was arrested Wednesday and accused of plotting to attack the Pentagon and the U.S. Capitol with remote-controlled model planes packed with explosives.

These are not balsa-wood-and-rubber-band toys investigators are talking about. The FBI said Rezwan Ferdaus hoped to use military-jet replicas, 5 feet to 7 1/2 feet long, guided by GPS devices and capable of speeds over 100 mph.

Federal officials have long been aware of the possibility someone might try to use such planes as weapons, but there are no restrictions on their purchase ? Ferdaus is said to have bought his over the Internet.

Counterterrorism experts and model-aircraft hobbyists said it would be nearly impossible to inflict large-scale damage of the sort Ferdaus allegedly envisioned using model planes. The aircraft are too small, can't carry enough explosives and are too tricky to fly, they said.

"The idea of pushing a button and this thing diving into the Pentagon is kind of a joke, actually," said Greg Hahn, technical director of the Academy of Model Aeronautics.

Rick Nelson, a former Navy helicopter pilot who is now a senior fellow at the Center for Strategic and International Studies, said Ferdaus would have had to hit a window or other vulnerable area to maximize damage, and that would have taken precision flying.

"Flying a remote-controlled plane isn't as easy as it actually looks, and then to put an explosive on it and have that explosive detonate at the time and place that you want it add to the difficulty of actually doing it," he said.

Serious damage possible, but difficult
Ferdaus, a Muslim American from Ashland, was arrested after federal agents posing as al-Qaida members delivered what he believed was 24 pounds of C-4 explosive, authorities said. He was charged with attempting to damage or destroy a federal building with explosives. A federal affidavit claims he began planning "jihad" against the U.S. in early 2010 after becoming convinced through jihadi websites and videos that America was evil.

Ferdaus had a physics degree from Northeastern University and enjoyed "taking stuff apart" and "learning on my own," according to court papers.

The model planes Ferdaus eyed were the F-4 Phantom and the F-86 Sabre, small-scale versions of military jets, investigators said. The F-4 is the more expensive of the two, at up to $20,000, Hahn said. The F-86, one of which Ferdaus actually obtained, costs $6,000 to $10,000 new.

Ferdaus' plan, as alleged in court papers, was to launch three such planes from a park near the Pentagon and Capitol and use GPS to direct them toward the buildings, where they would detonate on impact and blow the Capitol dome to "smithereens." He planned to pack five pounds of plastic explosives on each plane, according to prosecutors.

James Crippin, an explosives and anti-terrorism expert, said that much C-4 could do serious damage ? a half-pound will obliterate a car. But he said getting a stable explosive like C-4 to blow up at the right time would have been hugely difficult.

And there were slim prospects of causing any serious damage to buildings like the Pentagon and Capitol, which are undoubtedly hardened to withstand explosions, according to Crippin, director of the Western Forensic Law Enforcement Training Center.

"Basically, I think he's suffering from delusions of grandeur," he said.

Hahn said the heavier of the two models Ferdaus was allegedly planning to use could carry a maximum of two pounds of plastic explosive before malfunctioning. That's not including the weight of any GPS system, he added.

"It's almost impossible for him to get this done," he said.

Remote-controlled aircraft have been considered by terrorists before. In 2008, Christopher Paul of Worthington, Ohio, a Columbus suburb, pleaded guilty to plotting terrorist attacks in the U.S. and Europe using explosive devices. Prosecutors said he researched remote-controlled boats and a remote-controlled 5-foot-long helicopter.

Hobby shops on alert
And after Sept. 11, federal agents asked the Academy of Model Aeronautics' 143,000 members to watch for any fellow enthusiasts who might be buying planes with bad intentions.

Well before the Massachusetts arrest, police in Montgomery County, Maryland, put out a terrorist warning to hobby shops to be aware of customers "who don't appear to be hobbyists" buying model airplanes with cash and asking how they can be modified to carry a device.

The Federal Aviation Administration is devising new rules for model airplanes and other unmanned aircraft, but the restrictions are aimed primarily at preventing collisions. Under current FAA rules, such planes are generally limited to flying below 400 feet (122 meters) and away from airports and air traffic.

Massachusetts prosecutor Gerry Leone, who handled the prosecution of would-be shoe bomber Richard Reid, said terrorists are always building bombs out of common, legitimate items, and imposing restrictions on buying model aircraft would not make sense simply because of this one case.

But he said law enforcement might want be more vigilant about such purchases.

Similarly, U.S. Rep. John Mica, chairman of the House Transportation and Infrastructure Committee, said recent advances in model airplane technology could make them more attractive to terrorists. But he said the answer is better intelligence, not trying to regulate hobbyists and their toys.

"Kids have them, people fly them, groups are organized just to engage in this type of pastime activity," the congressman said. "It would be almost impossible to regulate the little engines and things, propellers."

Fish uses tool to dig up and crush clams

ScienceDaily (Sep. 29, 2011) ? The first video of tool use by a fish has been published in the journal Coral Reefs by Giacomo Bernardi, professor of ecology and evolutionary biology at the University of California, Santa Cruz.

In the video, an orange-dotted tuskfish digs a clam out of the sand, carries it over to a rock, and repeatedly throws the clam against the rock to crush it. Bernardi shot the video in Palau in 2009.

"What the movie shows is very interesting. The animal excavates sand to get the shell out, then swims for a long time to find an appropriate area where it can crack the shell," Bernardi said. "It requires a lot of forward thinking, because there are a number of steps involved. For a fish, it's a pretty big deal."

The actions recorded in the video are remarkably similar to previous reports of tool use by fish. Every case has involved a species of wrasse using a rock as an anvil to crush shellfish. A report published in June in Coral Reefs included photos of this behavior in a blackspot tuskfish on Australia's Great Barrier Reef. Bernardi said he first heard of the phenomenon in 1994, when a colleague (James Coyer) observed a yellowhead wrasse in Florida doing the same thing. Similar behavior was also reported in a sixbar wrasse in an aquarium setting.

"Wrasses are very inquisitive animals," Bernardi said. "They are all carnivorous, and they are very sensitive to smell and vision."

Wrasses are one of the largest and most diverse families of marine fishes. Bernardi noted that several of the species observed using tools are not closely related, but cover a broad range of evolutionary history within the wrasse family. "They are at opposite ends of the phylogenetic tree, so this may be a deep-seated behavioral trait in all wrasses," he said.

Tool use was once considered an exclusively human trait, and Jane Goodall's reports of tool use in chimpanzees in the 1960s came as a stunning revelation. Since then, many other animals have been observed using tools, including various primates, several kinds of birds, dolphins, elephants, and other animals.

Bernardi, who studies fish genetics, said there may be other examples of tool use in fish that have not yet been observed. "We don't spend that much time underwater observing fishes," he said. "It may be that all wrasses do this. It happens really quickly, so it would be easy to miss."

Merkel says Greek bailout terms may be changed (AP)

BERLIN ? German Chancellor Angela Merkel hinted that the second Greek bailout package might have to be renegotiated amid increasing market speculation Wednesday that European leaders want to force private holders of Greek bonds to take bigger losses.

Merkel didn't rule out altering the terms to the euro109 billion ($148 billion) package, saying the decision must be based on how Greece's debt inspectors, the so-called troika, judge Athens' recent austerity efforts.

"So we must now wait for what the troika finds out and what it tells us: do we have to renegotiate or do we not have to renegotiate?" she said in an interview with Greece's ERT television Tuesday night.

Merkel added that she "cannot anticipate the result of the troika."

Greece was saved from default last year by an initial euro110 billion bailout, and the planned second rescue package includes a voluntary participation by private bondholders, who agreed to write off about 20 percent on their Greek debt holdings.

But many economists and analysts maintain that Greece ? mired in a deep recession worsened by the same austerity measures implemented in return for bailout loans ? must have its total debt reduced by as much as 50 percent if it is to have a chance of recovering.

The Financial Times reported that as many as seven of the eurozone's 17 members want the banks to take a bigger hit on their Greek bond holdings to allow this to happen.

Citing unnamed senior European officials, the newspaper said Germany and the Netherlands are at the forefront of the calls for the private sector to take a bigger hit, with France and the European Central Bank said to be fiercely resisting the move.

Greece "will not get back on its feet without a serious reduction in debt," said Ottmar Issing, a former chief economist of the European Central Bank, who has served as an adviser to Merkel in the past.

Athens needs to see its debt cut "at least 50 percent, probably more," Issing was quoted by Germany's Stern magazine.

Germany's banking association insisted there was no need to renegotiate the terms of the second bailout package. Banks in Germany and France are among the biggest holders of Greek bonds.

Greece's international debt inspectors will return to Athens on Thursday after they suspended their review of the country's finances early this month amid talk of budget shortfalls.

Once the fact-finding mission has made its conclusions, the finance ministers of the eurozone will organize a special meeting in October to assess them.

A positive review is required before the troika ? the IMF, ECB and European Commission ? can release the next batch of rescue loans Greece needs to avoid bankruptcy.

Jose Manuel Barroso, who heads the executive European Commission, said the 27-nation EU must develop a stronger central government in response to the current crisis.

"If we do not move forward with more unification, we will suffer more fragmentation," he told the European Parliament in Strasbourg, France. "I think this is going to be a baptism of fire for a whole generation."

"Today, we are facing the biggest challenges that this union has ever had to face throughout its history ? a financial crisis, an economic and social crisis, but also a crisis of confidence," Barroso said.

The debt crisis, which began in Greece some 18 months ago, eventually spread to engulf Portugal and Ireland, which also needed bailouts. It now threatens to mushroom further, prompting criticism from analysts and leaders including President Barack Obama that the EU is acting too slowly.

The head of the European Central Bank, Jean-Claude Trichet, was quoted in Italian newspaper Corriere della Sera on Wednesday saying governments should implement their crisis measures more quickly.

Among the most urgent is a proposal to give the eurozone's bailout fund more powers ? the ability to buy government bonds, bail out banks, and lend to troubled governments quickly before they are in a full fledged crisis. Lawmakers in Germany will vote Thursday, while Finland's parliament approved the move on Wednesday.

The proposal, along with Greece's second bailout, was agreed by eurozone leaders on July 21. But the delay in voting and implementing the decisions spooked financial markets in recent weeks.

In the meantime, the ECB has shouldered the burden, buying over euro150 billion ($205 billion) in government bonds to drive down borrowing costs for Italy and Spain.

Fears that the eurozone's third and fourth largest economy, Italy and Spain, may get sucked into Europe's debt crisis had stoked concern they would lose access to market funding and be forced into requesting bailouts.

A default by Greece or another country would send shock waves through the global economy, particularly in Europe, authorities fear. Banks would suffer such large losses on government bonds they hold that they would cut off credit to the wider economy and cause a new, sharper recession.

The position will be located in the discipline of environmental change and policy at the Department of Environmental Sciences. The Department is committed to supporting the operational conditions of the appointee in an appropriate manner, including promoting his or her opportunities to maintain and develop research-related cooperation networks and to supervise postgraduate students in the field.

The assistant professor?s field of teaching and research is urban environmental policy, with special emphasis on the perspectives of the theories and methods of social environmental research as well as on interdisciplinarity. The appointee must hold a doctoral degree in social environmental research and his or her qualifications in both research and teaching should be excellent. Experience of collaboration with natural scientists will be considered an asset.

In addition to conducting research, the duties of the position include the provision of research-based teaching, the development of advanced and postgraduate studies in the field as well as the supervision of Master?s theses and doctoral dissertations and post-doctoral researchers.
