Lake Kasumigaura in Ibaraki Prefecture is facing an environmental threat that has essentially turned it into a time bomb ticking away 60 km northeast of Tokyo.

Experts warn that Japan?s second largest lake with a surface area of 220 sq. km is quietly but steadfastly accumulating radioactive cesium [...]

[It] is not only rich with fishery resources but whose water is used for irrigation, industrial purposes, and even for consumption as drinking water for 960,000 people in Ibaraki Prefecture. Furthermore, no one knows how and by how much the problem has worsened over the months, except for one obvious thing: it hasn?t gone away. [...]

[Atsunobu Hamada, former director of the government-affiliated Ibaraki Freshwater Fisheries Research Institute maintains] that the inevitable solution would be to release Kasumigaura?s cesium into the Pacific Ocean via the Tone River [...]

?We have a potential disaster waiting to happen,? [Hiroshi Iijima, director general of the nonprofit organization Asaza Fund in Ushiku, Ibaraki Prefecture] said. ?This is a lake in the Tokyo metropolitan area and the second-largest lake in Japan, and we are sitting idly by, letting it get contaminated.?

Katsuhiko Sato, official at the Environment Ministry?s water environment section: The current levels of contamination pose no health risk for the area?s residents, because radiation in the lake and the rivers is shielded by water ? There isn?t much news to report this week. It was a fairly typical week. One new thing is that I have made a few court appearances on my own. I like getting out of the office to go to court, it makes the day go a lot faster. The drawback is that I have to travel on my own dime. I will at least be able to deduct my mileage as a non-reimbursed employee expense when I file my taxes.

I don?t watch any TV during the week, but I?ve been watching a lot on the weekends. One of my favorites is watching Freaks and Geeks
on Netflix. This is one of my all time favorite shows. It is too bad it was only on one season and I only have a couple episodes left to watch. It seems that many of my favorite series (Firefly, Arrested Development, Veronica Mars) didn?t last too long. I suppose that kept the creators from ruining the show in later seasons at least.

(AP) ? The New England Patriots superb offense finally got some help from the rest of the team.

The Patriots used three scoring passes from Tom Brady, two touchdowns on interception returns and another on a punt return to match a team single-game scoring record in a 59-24 rout of the Indianapolis Colts on Sunday.

The first matchup between three-time Super Bowl winner Brady and star rookie Andrew Luck was no match.

The Patriots (7-3) won their fourth straight game and extended their lead in the AFC East to three games over the other three teams. The Colts (6-4) had their four-game winning streak stopped by the NFL's best offense and one of its worst defenses.

Now New England must hurry to prepare for its Thanksgiving night meeting with the Jets (4-6). New York ended a three-game slide with a 27-13 win over the St. Louis Rams.

For the Patriots, Sunday's win was their most complete in a season in which they've averaged 35.8 points per game and lost their three games by a combined margin of four points.

The 59 points equals the team mark set in a 59-0 win over the Tennessee Titans on Oct. 18, 2009.

The Patriots scored on a 68-yard punt return by Julian Edelman and on interception returns of 59 yards by newcomer Aqib Talib and 87 yards by Alfonzo Dennard. And Rob Ninkovich's fifth forced fumble of the season set up Rob Gronkowski's second scoring grab on the next play.

Brady completed 24 of 35 passes for 331 yards and no interceptions. Luck was 27 for 50 for two touchdowns and 334 yards and set an NFL record as the first rookie with five 300-yard games. But he also threw three interceptions.

The Colts were competitive ? for one half. The Patriots led 24-17 heading into the third quarter.

Then the Patriots scored on passes of 2 yards to Edelman and 24 yards to Gronkowski and Dennard's interception return.

Luck followed with a 43-yard scoring pass to T.Y. Hilton, the second of the game to the fellow rookie, But the Patriots responded with touchdown runs of 3 yards by Stevan Ridley and 4 yards by Shane Vereen.

The game began with touchdowns on the first three series ? a 1-yard run by Delone Carter of the Colts, a 4-yard pass from Brady to Gronkowski, and a 14-yard pass from Luck to Hilton.

Stephen Gostkowski then missed a 36-yard field goal attempt for the Patriots.

But their fortunes changed four plays later when Edelman brought a punt back for a touchdown for the third time in his career after the defense forced Luck into a three-and-out. And just three plays and 61 seconds after that, the Patriots scored again on Talib's touchdown as the Patriots took the lead for good 21-14 with 10:59 left in the second quarter.

The catch was an easy one ? Luck threw the ball high over Reggie Wayne's head ? but the run was exceptional as Talib cut from the right side of the field all the way to the left, eluding numerous Colts.

The Patriots obtained Talib from Tampa Bay before last Sunday's 37-31 win over Buffalo. But he sat that one out to complete a four-game suspension for violating the NFL policy on performance-enhancing substances.

Former Patriots kicker Adam Vinatieri, booed often in a stadium where he once was adored, cut the lead to 21-17 on a 47-yard field goal 5:46 before intermission.

The best cameras (and smartest camera buys) of 2012

It's been an ugly year for the bottom end of the point-and-shoot camera market, but at the same time the upper tier has flourished. Impressive high-end compacts from virtually every major manufacturer passed through our labs this year, but we found the Nikon P7700 outdid them all. With a 7x optical zoom, fully articulating screen, hot shoe, and plenty of physical controls on a body with superb handling characteristics, the $500 Nikon P7700 is the best point-and-shoot we tested this year.

The Sony RX100 is a close second, however, with a larger sensor and a slightly brighter lens. The result of that combination is excellent low-light capabilities and attractively blurred backgrounds. While the P7700 outperformed the RX100 in the lab, shots from Sony's flagship compact have an aesthetic quality that no other camera in its class can match. On the other hand, we were less impressed with its characterless handling and newbie-oriented user interface. Its high price is a concern, too.

Canon PowerShots have long been the go-to recommendation for anyone looking for an inexpensive, simple camera that offers decent image quality. The 110 HS carries that torch well, with a 3-inch rear?LCD, 5x optical zoom, and a size and shape that can easily slip into all but the tightest pockets. With smartphones getting better and better, there's not much room left for cameras like this, but if you want higher-resolution photos or an optical zoom at a low price, the 110 HS is a great option.

Just because the budget point-and-shoot category hasn't seen much love in 2012 doesn't mean you can't still find bargains. With a street price that frequently drops below $200, the WB150F offers image quality on par with more expensive cameras. A smart design, solid handling, and built-in Wi-Fi gave us plenty to like about this camera. There are cheaper options available, to be sure, but this is one of the best cost-to-value propositions on the market today.

We also want to reserve a special mention for the entry-level model in Sony's?NEX?line, the?NEX-F3. Like the?NEX-C3 before it, the F3 perfoms as well as cameras that cost north of $1000 for a price of right around $600 (with a kit lens included). Getting that kind of quality for such a low price is practically unheard of, which makes the?NEX-F3 a perfect introduction to interchangeable lens cameras for those on a tight budget.

Best super-zoom camera
Canon PowerShot SX50 HS?-?MSRP?$479.99

Panasonic FZ200?-?MSRP?$599.99

The Canon PowerShot SX50 HS takes home our super-zoom award this year thanks to its combination of solid design, excellent ease-of-use, and great overall image quality. Of course, it's hard to argue with the SX50's credentials when it sports a ridiculous 50x optical zoom. The SX50 HS is more than a one-trick pony, though, as it performed well enough to take the top prize over some serious competition from both Panasonic and Sony.

The Panasonic FZ200 is the runner-up here, largely due to its excellent 24x zoom lens. The FZ200 is unique in the super-zoom market in that its lens maintains a wide f/2.8 aperture all the way through its optical zoom range. The Canon SX50 did better in the labs and offers nearly double the zoom range, but the FZ200's aperture is more than twice as wide at full zoom, helping keep motion blur under control.

Canon also takes home our award for best travel zoom of the year with the SX260 HS. Its combination of a solid 20x optical zoom and a sleek, stylish, compact design will probably check all the boxes for many casual users. If you need a big zoom range in a camera that will easily slip into a jacket pocket, the SX260 HS is our unqualified recommendation. A close second, however, is the Sony HX30V. The HX30V falls behind the SX260 HS in overall performance, but it offers superior video capture capability, which will be a big deal to some users.

We dunked every waterproof camera we could find for our roundup this past spring, and one camera rose above the rest. We found the Olympus TG-1 produced the best images of the lot, with an f/2.0 lens letting in plenty of light. In addition, the TG-1 can go to depths of 40 feet and is rated to withstand dust, cold, and even drops of up to 6.6 feet. Those credentials easily earn it the award here, and really it's a fine point-and-shoot camera no matter the conditions.

The Sony Alpha?NEX-7 was one of the first truly high-end compact system cameras to hit the market, with great handling, an articulating?LCD, three control dials, and built-in electronic viewfinder. The?NEX-7's 24.3-megapixel?CMOS?image sensor is of the same?APS-C standard size as you'd find in many larger DSLRs, offering superb dynamic range and excellent shot-to-shot speeds. While we wish the?NEX?system had a few more high-quality lenses to complement its great cameras, we feel the?NEX-7 is the best performing compact system camera you can pick up today.

That said, the Olympus OM-D E-M5 put up a serious fight, sporting an excellent Sony-produced sensor and vintage Olympus looks. The E-M5 is one of the more popular cameras of 2012, with weather sealing and a level of customization few cameras can match. We think it's a fine option for anyone who wants a little more retro flavor?and access to the Micro Four Thirds ecosystem?with their compact system camera, and we doubt you'll be disappointed if you pick one up.

While some fantastic and fantastically expensive video cameras have come through our labs this year, we understand that not everyone is willing to shell out several thousand dollars for high-end video capability. Those looking for solid video from a budget-friendly system camera should look no further than the Canon Rebel T4i. The T4i captures appealing full HD video, has full manual control, and sports nearly silent continuous autofocus while recording clips. At a body-only price of just $799.99, we think the T4i is a great option for those who want quality stills and HD video in one cheap package.

Sony?s line of?NEX?system cameras all are capable of recording excellent video, but theNEX-5R offers the best value of the bunch. Like the Canon T4i, the?NEX-5R handles autofocus very well, and, although the camera doesn?t have a fully rotatable?LCD, it does have a screen that tilts up and down to accommodate various shooting angles. In terms of performance, the?NEX-5R basically matched the Canon T4i in our video tests, but we gave the Canon an edge in handling thanks to its better grip and easier access to video controls.

While there were only a couple high-end cameras brought to market in 2011, this year saw the eventual release of some incredible full-frame models from each of the major players. With some fantastic mid-range bodies also seeing the light of day, the Canon 1D X had stiff competition for our top spot once it finally was released to the public. Despite the delay, the 1D X bested all comers in our lab tests, producing the highest overall score of the year. While it's certainly too big, too expensive, and simply?too much?for most people, the Canon 1D X is, hands-down, the best camera from 2012.

The Nikon D4 also graced our labs this year, and we found that it offered performance that exceeded the 1D X in some areas, falling behind in others. We should reserve special mention for the D4's backlit control labels and uncompressed?HDMI?video output. The D4 is an impressive machine that any pro shooting Nikon should be proud to own, but it falls just behind the 1D X in our overall scoring.

Apple is notifying OS X Lion users that the platform's preview of Messages will end on December 14th. Originally available as a free beta download for Lion 10.7, Messages went on to become an official feature of Mountain Lion 10.8. Obtained by Cult of Mac, the email from Apple advises that in order to continue using Messages, you'll need to upgrade to Mountain Lion. While it's saddening to have pay for an app that you're accustomed to having for free, keep in mind that this was only a preview. Besides, the upgrade to Mountain Lion is $20 and if you can afford any of Apple's products, we're pretty sure that this expense won't be too much of a stretch. Be sure to take a look at the email in question after the break, because it could be lurking somewhere in your junk mail folder.

Latest WCIT Leak Makes Explicit Russian Desire to Overturn ICANN

On Friday evening, I posted on CNET a detailed analysis of the most recent proposal to surface from the secretive upcoming World Conference on International Telecommunications, WCIT 12.? The conference will discuss updates to a 1988 UN treaty administered by the International Telecommunications Union, and throughout the year there have been reports that both governmental and non-governmental members of the ITU have been trying to use the rewrite to put the ITU squarely in the Internet business.

The Russian federation?s proposal, which was submitted to the ITU on Nov. 13th, would explicitly bring ?IP-based Networks? under the auspices of the ITU, and would in specific substantially if not completely change the role of ICANN in overseeing domain names and IP addresses.

According to the proposal, ?Member States shall have the sovereign right to manage the Internet within their national territory, as well as to manage national Internet domain names.?? And a second revision, also aimed straight at the heart of today?s multi-stakeholder process, reads:? ?Member States shall have equal rights in the international allocation of Internet addressing and identification resources.?

Of course the Russian Federation, along with other repressive governments, uses every opportunity to gain control over the free flow of information, and sees the Internet as it?s most formidable enemy.? Earlier this year, Prime Minister Vladimir Putin told ITU Secretary-General Hamadoun Toure that Russia was keen on the idea of ?establishing international control over the Internet using the monitoring and supervisory capability of the International Telecommunications Union.?

As I point out in the CNET piece, the ITU?s claims that WCIT has nothing to do with Internet governance and that the agency itself has no stake in expanding its jurisdiction ring more hollow all the time.? Days after receiving the Russian proposal, the ITU wrote in a post on its blog that, ?There have not been any proposals calling for a change from the bottom-up multistakeholder model of Internet governance to an ITU-controlled model.?

This would appear to be an outright lie, and also a contradiction of an earlier acknowledgment by Dr. Tour?.? In a September interview, Toure told Bloomberg BNA that ?Internet Governance as we know it today,? concerns only ?Domain Names and addresses.? These are issues that we?re not talking about at all,? Tour? said. ?We?re not pushing that, we don?t need to.?

The BNA article continues:

Tour?, expanding on his emailed remarks, told BNA that the proposals that appear to involve the ITU in internet numbering and addressing were preliminary and subject to change.

?These are preliminary proposals,? he said, ?and I suspect that someone else will bring another counterproposal to this, we will analyze it and say yes, this is going beyond, and we?ll stop it.?

Another tidbit from the BNA Interview that now seems ironic:

Tour? disagreed with the suggestion that numerous proposals to add a new section 3.5 to the ITRs might have the effect of expanding the treaty to internet governance.

?That is telecommunication numbering,? he said, something that preceded the internet. Some people, Tour? added, will hijack a country code and open a phone line for pornography. ?These are the types of things we are talking about, and they came before the internet.?

I haven?t seen all of the proposals, of course, which are technically secret.?? But the Russian proposal?s most outrageous amendments are contained in a proposed new section 3A, which is titled, ?IP-based Networks.?
