Victory closer, divisions deepen in Syria opposition

BEIRUT (Reuters) - Three separate Syrian opposition groups have floated proposals for a transitional government in the past week, a sign that differences among the many factions opposing President Bashar al-Assad are deepening even as victory seems closer.

With fighting reaching Damascus and Aleppo in the past month, Western countries are increasingly anxious to see the disparate groups agree on a credible plan for a transitional government should Assad fall.

The head of the Syrian National Council (SNC), a long-established opposition umbrella group, said talks would be held within weeks to form a transitional government.

The next day the Free Syria Army, a loosely coordinated group of insurgents fighting Assad's forces, floated a separate proposal that called for the establishment of a higher defense council bringing together military and civilian figures.

And the day after that, a group of exiled Syrian activists who left the SNC announced a new opposition alliance that also aimed to form a transitional government.

It is neither news nor a surprise that Syria's opposition is divided. Assad's opponents include Islamists and secularists, Kurds and Arabs, Sunni Muslims and members of religious minorities, defected army officers and the political activists they once hunted, exiles abroad and fighters on the ground.

The Istanbul-based SNC in particular has come under fire for being out of touch with the fighting in Syria itself. Colonel Riad al-Asaad, nominal head of the Free Syria Army, said it was made up of opportunists who want "to ride over our revolution and trade with the blood of our martyrs".

Haitham al-Maleh, a former judge, broke away from the SNC to launch the "Council for the Syrian Revolution".

"I don't differ with the Syrian National Council over their vision, but over their tactics. I'm different in that I'm working on the ground, and they're just theorizing," he told Reuters.

Burhan Ghalioun, the SNC's former leader, said news of the SNC's plans to form a transitional government had created "a competitive dynamic" among those who want a role.

"I think we will be able to overcome this competition ... I think Haitham's move was a wrong one and it must be fixed with minimum fuss and without giving it importance," he told Reuters.

Most alarming for the West, the rebels fighting inside Syria include al Qaeda-style Islamist fighters with a strong sectarian, Sunni Muslim agenda. Secularist opposition figures and members of religious minorities are also worried.

"Several opposition groups have adopted an increasingly fundamentalist discourse and demeanor, a trajectory that mirrors the conflict's gradually deadlier and more confessional turn (and) popular loss of faith in the West," the International Crisis Group said in a report.

Western countries fear that sectarian killings could make it difficult to halt the fighting even if Assad falls, and could unleash the sort of mass slaughter that erupted in Iraq after Saddam Hussein was toppled.

Among other issues dividing the opposition is the role of senior defectors like Brigadier General Manaf Tlas, a former member of Assad's inner circle who fled Syria and has since been hosted by anti-Assad governments in Turkey and Saudi Arabia.

Many opposition activists say Tlas is tainted by his long service under Assad and worry that he will be foisted on them as a future leader. Ghalioun said he sees a military role for Tlas and other defecting officers to retake control of the army and re-establish security in the country. Maleh was dismissive.

"I do not think that Manaf Tlas has a role in the coming time as a leader. He should have announced his defection when he left Syria and said 'I'm joining the Free Syrian Army and I will fight alongside them,'" Maleh said.

However, some experts say the opposition's fractiousness has a positive side, showing pluralism emerging after decades of repression under the Assad family's Baathist rule.

"This is a political society emerging after almost nothing. So the diversity is normal and healthy," said Nadim Shehadi, Middle East expert at London's Chatham House think tank.

"This argument about the incoherence of the opposition and the fact the opposition doesn't constitute an alternative to the regime was used before as an excuse to do nothing," he said.

"We have to help the opposition to come up with a transition plan and with an alternative."

Scarce rain in India hurts farms, power supply

LUCKNOW, India (AP) ? Amarnath Sharma has waited weeks for rains to soak his parched rice paddies so he can start planting. He is one of millions of farmers across India who are hoping and praying for elusive monsoon showers.

But their hopes are being dashed this season: India's Meteorological Department says it expects the country to get at least 10 percent less rain this year than normal during the June-to-September monsoon.

The shortfall also is expected to swell electricity demand in a power-starved nation as farmers turn to irrigation pumps to keep their fields watered. Earlier this week, three of India's regional electricity grids failed for hours in a blackout that affected a swath of the country with about 620 million people.

In a statement late Thursday, the department said rains between June and Aug. 1 have been 19 percent below normal. The remaining August to September monsoon will also be weak because of the impact of warming of the central Pacific Ocean, known as the El Nino, the agency said.

Several Indian states have already declared near-drought conditions and are demanding extra federal funds or announcing large subsidies to help farmers buy diesel fuel to generate electricity to irrigate their fields.

Officials in the northern state of Uttar Pradesh ? India's most populous ? fear that a drought is around the corner.

Sharma, a rice farmer in the state, said if it doesn't rain in the next few days he'll forgo a rice crop this year.

"At this time of the year we generally make preparations to tackle floods but paucity of rain has raised an apprehension about drought engulfing the major part of the state," state Agriculture Production Commissioner Alok Ranjan told The Associated Press in the state capital Lucknow on Friday.

In the western state of Gujarat, Bharat, who goes by one name, has waited a long time for his thirsty fields to be quenched.

"We are tired of looking at the sky, but the rain just doesn't fall," he said.

In the eastern state of Bihar, at least eight out of 38 districts have received rains 70 percent below normal, said Anil Kumar Jha, the deputy director of the state's agriculture department. Jha said the state is spending 6.19 billion rupees ($112 million) on subsidizing diesel so that farmers could generate electricity to draw up ground water.

Several other states ? Haryana and Punjab in the north, Maharashtra in the west and the southern state of Karnataka ? have all recorded poor rainfall. These states grow a large amount of the country's rice, wheat, oilseeds and cereals.

A poor monsoon sends ripples across the Indian economy because about 60 percent of the population works in agriculture and over half of the farmlands are rain-fed with much of the rest irrigated from rapidly depleting underground aquifers. The sector contributes up to 20 percent to India's gross domestic product.

A poor monsoon also can worsen inflation of food prices.

"If the government doesn't help us we will die of hunger. There's no water to drink and no food to eat," said Bharat, the farmer from western India.

PASADENA, Calif. (AP) ? Fascinated by NASA's latest Mars mission and planning to tune in?

Well, good luck understanding the space agency's everyday lingo, which resembles a sort of Martian alphabet soup.

In the highly specialized world of spacecraft engineering, there are many moving parts and pieces ? not to mention processes. Names and descriptions are often reduced to acronyms and abbreviations, which are faster to string together in a sentence but can end up sounding downright alien.

So if you want to know if MSL will nail the EDL and what it can do on different sols, you have to learn the language.

Even speakers admit the jargon is sometimes jarring.

"It's kind of our own slang," explained Michael Watkins, mission manager of NASA's $2.5 billion Mars project set to land on Sunday night. "It's a shorthand way to talk about these very complicated systems."

He added: "Even folks from other missions have no idea what we're talking about."

There's no getting around the reality that NASA scientists and engineers are an acronym-phile bunch.

Let's start with the rover's name. In the halls of NASA's Jet Propulsion Laboratory, it's called MSL ? short for Mars Science Laboratory. Spacecraft typically have technical names before being rechristened by the public through naming contests sponsored by NASA.

For example: the twin rovers Spirit and Opportunity that landed in 2004 were known as MER-A and MER-B for the longest time (MER is shorthand for Mars Exploration Rover.)

MSL did not become Curiosity until 2009 when a sixth-grader from Kansas proposed the nickname. Still, there are some hard-cores who continue to use the scientific moniker.

Curiosity is loaded with the most sophisticated instruments to study Mars' environment ? with convoluted names to match. "Mastcam" refers to the pair of 2-megapixel color cameras on the rover's "head." ''SAM" ? short for Sample Analysis at Mars ? is the mobile chemistry lab designed to sniff for carbon compounds. "ChemCam" stands for Chemistry and Camera, otherwise known as the rock-zapping laser. And "RAD"? That's the radiation detector.

Before Curiosity can start science experiments, it must first survive an intense EDL ? entry, descent and landing ? or as NASA has come to call it: Seven minutes of terror.

Signals are received through the DSN, or Deep Space Network, a worldwide network of antenna dishes that communicates with interplanetary spacecraft. Nominal means A-OK. Not so for anomaly (translation: Houston, we have a problem.)

The dizzying naming system even extends to time. It takes Earth 24 hours to spin on its axis ? the definition of a day. Mars spins more slowly than Earth ? taking 24 hours and 39 minutes. To distinguish between Earth and Mars time, a Martian day is called a sol, Latin for "sun." Yesterday on Mars is yestersol.

Newcomers often find there's a steep curve to master the technical language.

"It takes some time to pick it up," said Ken Farley, a professor at the California Institute of Technology who is participating on his first space mission.

Luckily, Farley said new shorthand words are added to the mission's internal website.

Before Spirit and Opportunity launched, cultural psychologists worked with scientists to come up with a better way to communicate. The rules of Mars-speak put in place back then still lives on today.

JPL scientist Deborah Bass, who worked on that mission, said it's important to talk with precision. But she said it's also essential not to alienate fans.

"We're so jazzed about what we do," Bass said. "We can forget that not everybody has the same fundamental background as we do."

Nowhere will extraterrestrial vocabulary fly faster than in the JPL mission control room on landing day. If you find it hard to keep up, just look for the cheers ? or tears.

S&P cuts, affirms 15 Italian banks as recession looms

NEW YORK (Reuters) - Ratings agency Standard & Poor's on Friday downgraded a broad swath of Italian banks, citing worries that the recession in the euro zone's third-largest economy could mean mounting losses for the country's lenders.

Among the banks cut were giant Monte dei Paschi di Siena SpA . That bank stayed within the investment grade category - but only barely, slipping to BBB-minus from BBB.

Monte Paschi, which has laid out a tough restructuring plan, is regarded as the weakest among Italy's top banks and was forced to ask state aid in June to boost its weak capital base.

A Monte dei Paschi spokesman declined to comment.

Italian banks are under pressure because of the widening euro zone debt crisis and are seen as vulnerable because of their vast holdings in Italian government bonds.

In its Friday actions, including cuts to 15 financial institutions, S&P noted worries about Italy's shrinking economy.

"With Italy facing a potentially deeper and more prolonged recession than we had originally anticipated, we think Italian banks' vulnerability to credit risk in the economy is rising," S&P said in a statement.

"In this context, the combined effect of mounting problem assets and reduced coverage of loan loss reserves makes banks more vulnerable to the impact of higher credit losses particularly in the event of deterioration in the collateral values of assets," it said.

Unione di Banche Italiane Scpa, Italy's fifth largest bank, was cut to BBB from BBB-plus, also still investment grade.

But Banca Carige SpA lost its BBB-minus investment grade rating in a cut to BB-plus.

S&P also cut Dexia Crediop SpA, the Italian public financing arm of bailed-out Franco-Belgian bank Dexia , to B-plus from BB-minus.

Other banks saw their ratings affirmed, including Mediobanca SpA , Intesa Sanpaolo SpA and UniCredit SpA at BBB-plus, all still investment grade.

Italy said earlier this week it was premature to say if they will seek the activation of EU mechanisms to buy their debt and bring down their borrowing costs.

Italian 10-year bond yields have risen in recent weeks as investors worry the euro zone's third-largest economy could find its debt loan unsustainable.

Italy has been one of the euro zone's most sluggish economies for over a decade. Analysts say radical reforms of the labor market, taxation and bureaucracy, as well as investment in education and infrastructures are needed for it to increase its potential.

Appeals court overturns ban on video-sharing site

(Reuters) - A video-sharing website that allows users to post links to copyrighted videos hosted on third-party sites is not infringing copyright laws, a federal appeals court ruled on Thursday.

The ruling reversed a lower court decision that had temporarily blocked the video bookmarking site myVidster.com from linking to pornographic videos owned by Flava Works Inc.

The decision was a win for Internet giants including Google Inc and Facebook Inc, which had asked the appeals court to overturn the lower court ruling in order to protect innovation on the Web.

The social media site myVidster.com allows visitors to bookmark videos of their choice. Users can watch their embedded videos on myVidster's page through a frame of ads on the site.

Flava Works, which keeps its porn videos behind a pay wall, sued myVidster in 2010 after finding that website users were linking to illegal copies of its copyrighted videos. The suit accused myVidster of helping potential Flava Works customers circumvent the company's pay wall.

U.S. District Judge John Grady in Chicago found in July 2011 that myVidster contributed to infringing activity by encouraging users to share illegal video downloads. But the 7th U.S. Circuit Court of Appeals disagreed.

"As the record stands ... myVidster is not an infringer, at least in the form of copying or distributing copies of a copyrighted work. The infringers are the uploaders of the copyrighted work," Judge Richard Posner wrote for a unanimous three-judge panel.

Flava Works may be able to obtain another ban if it can show that myVidster's service really does significantly contribute to the infringement of Flava's copyrights, the panel said, but so far it failed to meet that burden.

The appeal had pitted Internet companies and public interest groups against Hollywood, as the Motion Picture Association of America filed a brief urging the 7th Circuit to uphold the lower court's ban.

"This (decision) keeps the door open to massive copyright infringement," said Phillip Bleicher, the CEO of Flava Works, adding that the company would continue to pursue its case before the district court.

William Lenz, of Neal, Gerber & Eisenberg, a lawyer for myVidster, said the decision undid a ruling that was potentially damaging to search engines, social media sites and individuals who link to material hosted elsewhere.

The case is Flava Works Inc v. Gunter et al, 7th U.S. Circuit Court of Appeals, No. 11-3190.

For each game, players will start at their home base, which is the color that matches the Elefun handle.? For golden tutti frutti cake players will position the snack cards face down with Elefun logo facing up.? Someone will yell go and run to the snack cards.? I appreciate how easy the games are to play and for younger children to comprehend which is why I believe the younger crowd will enjoy this more.? I wouldn?t think many over 5 will enjoy it much but as a parent I?ve been having a blast playing with Zoe.? The game is great for hand/eye coordination and listening to basic instructions.? Since there are only two colors; green and orange children must know those colors to at least play.? The games are easy to understand with the color coded cards.? To make the games more challenging spread the cards out further away in a large area.? Cards stick to the suction really well so be sure to advise children to slide the snack cards sideways so the trunk doesn?t get stretched.? The trunk locks into place for easy storage in the box as well.

The only con I can see is the trunk getting tangled; remember your slinky getting all kinked?? This trunk is the same just plastic.? I have already untangled this once so if younger children play around with it or pull to remove the cards it is a possibility it will get kinked, however I was able to get ours out fairly easily.
