Hundreds feared buried in mass landslides in Uganda

At least 18 people were killed and hundreds of people were feared buried after landslides hit villages in Uganda, according to reports.

The Daily Monitor newspaper reported that at least 11 villages in the mountainous Bududa area of eastern Uganda?had been hit and two, Namaaga and Bunakasala, had been completely engulfed.


Witness Rachael Namwono, 29, told the paper that at least 30 homes in Mabaya Village ? containing an estimated 300 people ? had been covered.

"At 2 p.m., the ground trembled, followed by heavy rumbling of soil and stones which covered our home," Namwono told the Monitor.

Two officials in Bunamulembwa Village said about 100 houses were destroyed and 150 people were unaccounted for, the paper added.

'Devastation'
It was not immediately possible to verify the report, but officials in Bududa told The Associated Press that they feared that hundreds of people had been killed.

The affected villages are in a coffee-growing area on the slopes of Mount Elgon straddling the Kenyan border.

Red Cross spokeswoman Catherine Ntabadde told Reuters that the latest reports had confirmed 18 people had died "but assessment of the devastation around the area is continuing."

A local member of parliament, David Wakikona -- who said he had initial reports of more than 100 people buried -- said there was an ongoing danger.

"The areas around Bududa district have been experiencing heavy rains for days now," he told Reuters. "I am told the landslides started around midday today [Monday] and that they're still going on and some villagers who survived the early slides are fleeing."

Landslides caused by heavy rains are frequent in eastern Uganda, where at least 23 people were killed last year after mounds of mud buried their homes. Scores of people were buried alive in a similar disaster in March 2010.

Stephen Mallinga, Minister for Relief and Disaster Preparedness, said an emergency response team had left for the area and hoped the situation would become clearer on Tuesday. "We're also mobilizing relief items like food, tents and water containers," he said.

Duplicate spending on US veterans' care costs billions

ScienceDaily (June 26, 2012) ? A new study published June 26 in the Journal of the American Medical Association (JAMA) found that the federal government made about $13 billion in duplicative payments to provide health-care services to veterans who were simultaneously enrolled in Medicare Advantage plans from 2004-2009.

The study was conducted by researchers at Brown University, VA Palo Alto Medical Center and the Institute for Population Health Improvement at UC Davis Health System.

Some veterans are entitled to health-care coverage through both the U.S. Department of Veterans Affairs Health Care System and Medicare. But under current law, the federal government often ends up paying twice for care of veterans when they are also enrolled in Medicare Advantage managed-care plans. And with the growing popularity of Medicare Advantage plans among all seniors, including veterans, the annual duplicative costs are rising. Nearly 30 percent of Medicare beneficiaries are now enrolled in Medicare Advantage plans.

"These 'dual eligible' veterans earned the right to receive care through both VA and Medicare, but that does not mean that the government has to pay twice for their care," said Kenneth W. Kizer, a former VA Under Secretary for Health and now a professor and director of the Institute for Population Health Improvement at the University of California, Davis, Health System. "The problem could be fixed without reducing benefits to veterans.

"Duplicative costs occur because of way the federal government pays for Medicare Advantage services for veterans, not because veterans are receiving unnecessary care or doing anything wrong," he added.

Veterans who are disabled or over age 65 and have been paying into the Medicare program are eligible for Medicare just like any other American. Veterans who live far from a VA hospital or clinic may especially rely on Medicare coverage for acute or emergency care. But unlike the traditional Medicare fee-for-service program, Medicare Advantage plans are paid in advance to provide all needed care for the beneficiary. If the person enrolled in the Medicare Advantage plan then gets his or her medical care in another federal health plan such as the VA, it means that the federal government has paid twice for care of the same person. Most of the Medicare Advantage plans are for-profit health plans.

To assess duplicative costs, the researchers conducted a comprehensive review of VA and Medicare records for more than 1 million veterans over a 6-year period. The researchers found that 61 percent of doubly-covered veterans used both VA and Medicare Advantage coverage, with 10 percent of dual-eligible veterans receiving all their health care from the VA. That is, 10 percent of these dual eligible veterans received all their health care from the VA despite Medicare paying the Medicare Advantage plan to provide those services. About 4 percent of the dual-eligible veterans sought no care from Medicare Advantage or the VA, and 35 percent used Medicare only.

The number of veterans doubly covered by Medicare Advantage and the VA has risen nearly 53 percent in recent years, from 485,651 in 2004 to 924,792 in 2009. The yearly federal spending in the VA for these dual-eligible veterans rose from $1.3 billion in 2004 to $3.2 billion in 2009. The costs to take care of Medicare Advantage beneficiaries now amounts to 10 percent of the VA's budget for medical care.

But Kizer believes the government can eliminate the duplicative spending without reducing care for veterans by changing the way that Medicare Advantage payment rates are calculated or by changing the law so that the VA could bill Medicare Advantage plans for care that it provides to veterans, as is currently the case with private insurance plans. While the VA may bill private insurers, the law does not allow VA to bill Medicare or Medicare Advantage plans.

"In light of the severe financial pressure facing the Medicare program, policymakers should take steps to identify and eliminate redundant expenditures such as found in this study," Kizer said.

In addition to Kizer, the study's other authors include Amal Trivedi, Regina Grebla, Lan Jiang and Vincent Mor at the Providence VA Medical Center and Jean Yoon at the VA Palo Alto Medical Center.

Spain requests bank aid, awaits Moody's cut

MADRID (Reuters) - Spain formally requested European aid for its indebted banks on Monday but the lack of details rekindled investor doubts over the financial sector, hours before Moody's was expected to cut the ratings of all Spanish lenders.

Two financial sources told Reuters the Moody's downgrade, which follows a June 13 downgrade of Spain's sovereign rating by three notches, was likely to happen on Monday night.

In a letter to Euro group Chairman Jean-Claude Juncker sent early on Monday, Spanish Economy Minister Luis de Guindos said he wanted to take up the EU offer of up to 100 billion euros and hoped to finalize the package by July 9.

He did not specify how much money Spain will seek to recapitalize the indebted lenders and said the final amount and conditions of the assistance were still under discussion.

Spanish banking stocks fell 2.6 percent in afternoon trade slightly underperforming the blue-chips index, which was off 2.5 percent. And Spain's country risk, as measured by the spread between German and Spanish benchmark bonds, rose to 504 basis points.

De Guindos said an independent audit of the banking sector released last Thursday would be used as a starting point to determine the capital needs, to which an additional security buffer will be added.

The audit showed Spanish banks, badly hit by a property crash four years ago, need up to 62 billion euros to weather a severe economic downturn.

Analysts say the euro zone's fourth largest economy, which has become the focus of the debt crisis, will struggle to get out of recession unless the banking problems are solved.

According to financial and government sources, four nationalized banks - Bankia, CatalunyaCaixa, NovaGalicia and Banco de Valencia - will get the bulk of the aid. These banks could need a cash injection of around 40 billion euros as soon as July, the sources said.

The bailout mechanism - European Stability Mechanism or European Financial Stability facility - which will be used to raise the money will be chosen at a later stage.

This question is important because the ESM has a preferred debtor status which would push private bondholders down the queue for repayment of their investments.

NO LOSSES FOR BONDHOLDERS

Luxembourg's prime minister, Jean-Claude Juncker, who chairs monthly meetings of euro zone finance ministers, said he had received the request and would give an answer "in due course".

"We expect to give a mandate to the Commission, in liaison with the ECB and the EBA, to negotiate the necessary policy conditionality for the financial sector, including restructuring plans in accordance with EU state aid rules, which shall accompany the financial assistance," he said in a statement.

The European Commission usually requires banks which receive aid to sell assets, close branches and restructure.

This would however not involve imposing losses on banks' bondholders, something De Guindos ruled out on Friday.

Secretary of State for Economy Fernando Jimenez Latorre said on Monday the aid should reach the banks within three or four months and that transitory liquidity mechanisms would be used for the entities which require a lifeline earlier.

"In the next weeks, we will clear doubts about the seniority of the European aid, the conditions for the credits, the maturity, if it will affect the deficit," he said.

He added that the possibility of channeling the European aid directly to the banks was still an option. The request letter however said Spain's bank restructuring fund, known as the FROB, would receive the money and distribute it to the lenders.

DIRECT AID?

Documents released on Friday after the independent audit showed Spain will carry out yet another stress test of its banks by October with a focus on seven lenders that might not need aid right away but could still be vulnerable.

Doing the extra test gives Spain at least two more months to negotiate for direct recapitalization of the banks. The government wants to avoid taking on the aid itself and then channeling it to the banks, which would affect the public debt, potentially ramping up borrowing costs and dragging it further into the debt crisis.

Foreign Minister Jose Manuel Garcia-Margallo said on Monday that Spain would insist in having long maturities and low interest rates on the loans. He also said direct European aid for the banks was still an option.

"The question of whether the aid is given directly to the banks remains open. This question was discussed in Rome between the four European leaders and no solution has been found yet," he said in Luxembourg, on the sidelines of a meeting of European Union foreign ministers.

Spain has escaped conditionality for its economic policy in return for the financial assistance but it will be placed under increased scrutiny from its EU partners.

"The way Spain complies with any and all of its commitments will be looked at with more attention than for a country which has not sought financial assistance," said EU competition chief Joaquin Almunia on Monday.

Almunia will be in charge of supervising the restructuring of the banking sector and maintaining a level playing field with other lenders in Europe which did not receive state aid.

But lately, instead of working beautifully, warning lights are flashing at an alarming rate - yesterday it was too hot and today the water doesn't taste so good. What to do? You pull out the instruction book.

Frank Rhodes had such a guide in mind when he wrote Earth: A tenant's manual. It's a splendid idea for a book and the "tenant's manual" metaphor provides an excellent organising principle. Rhodes, a geologist and former president of Cornell University in Ithaca, New York, begins by describing the property: its location, its contents and what makes it unique. Next, he reviews the history of the place, starting with the formation of the solar system and continuing through the origin and evolution of life, the evolution of humans and our rise to dominance. He follows this with a quick look at some recent environmental problems: climate change, pollution and overpopulation.

Rhodes gets down to the nitty-gritty in the last third of the book, when he surveys each of the main ways in which we rely on Earth for sustenance: water, air, soil, food, energy and materials. For each, he describes where it comes from, the current state of supply and prospects for the future.

Unfortunately, like many product manuals, this book comes across as a hasty, unedited hotchpotch that never quite delivers what the reader needs.

Rhodes rambles and repeats himself, often devoting several pages to a minor sideline such as the history of petroleum drilling, while skipping over other, more important subjects, such as Canada's carbon-intensive Tar Sands, in half a sentence. His figures and tables are often poorly explained and only tangentially relevant to the text - occasionally even duplicated in different chapters for no apparent reason. Most worryingly, Rhodes is sloppy with his facts. On one page, Earth's oldest rocks are 4.03 billion years old; a few pages later, they're 3.8 billion. Our atmosphere's greenhouse effect keeps Earth either 32 ?C or 15 ?C hotter than it would otherwise be. If he can't get these little things right, can we trust him on the big ones?

Against the wisdom of his loved ones, he was lured away from his studies into an underground world of hardcore magicians. With the dedication of an athlete, he trained his hand muscles to manipulate cards and coins with unbelievable dexterity and learned to cheat at poker without detection. But it wasn't until he acknowledged the role of science in magic that he really mastered his act. The more he knew of the science, the better he became.

In Fooling Houdini, Stone recounts with humour and humility his love affair with magic and the experiences it affords him. We share his realisation that magic and science are deeply connected. Magicians capitalise, for example, on the tricks of perception that our brains play to allow us to make it through the day while being bombarded by information. Mind readers rely on human psychology, and mathematics underlies many elaborate card tricks.

Science also turns to magic for answers. Indeed, after Stone demonstrated his dexterity by stealing research psychologist Arien Mack's watch without her noticing, they went on to collaborate on an experiment. They stole the watches off subjects focused on other tasks to test whether "intentional blindness" - whereby distracted people fail to see the glaringly obvious - also applies to touch.

Eventually, Stone learned that a good magic act is more than fancy tricks; it has to be personal and tell a story. Thankfully, he applies the same rules to this book, fitting the science around the story rather than forcing it in. To write a captivating and charming book all about magic is a hard trick to pull off, but like all good magicians, Stone makes it seem effortless.

Territory Managers / Trade Marketing Representatives are assigned to a geographic territory where they are responsible for:

Calling on established traditional and nontraditional retail outlets

Selling and executing national/local brand building marketing programs and?initiatives within these accounts

Achieving assigned quantitative and qualitative sales goals and brand building?measures

Building outstanding relationships with store managers/owners by providing?expert tobacco/consumer insights and advice through the development of?individual business plans

Participating in relationship marketing by conducting effective "1 to 1" Consumer?Engagements through a thorough understanding of Consumer Marketing Brand?Strategies

Actively promoting the marketing mix through direct?discussions with retailers?using analytical proficiency and influencing skills to promote a beneficial business?plan for RJRT and our retailers.

Consistently demonstrating the application of company values in all business?interactions

It is expected that Territory Managers / Trade Marketing Representative will?become not only a passionate tobacco expert, but a valuable business consultant?whose analysis, judgment and knowledge of the consumer and industry?dynamics makes for a valuable partner to our retail customers.

Territory Managers will be given in depth training to focus on product sales and distribution, as well as Consumer Marketing Brand Strategies, effective consumer engagement, and tobacco product awareness.
